Kevin Wenzel

Provides skillful leadership from over 15 years within and supporting public education and government organizations.
Kevin supports state education agencies and school districts in funding formula evaluation, budget strategy development, and resource allocation methodologies. At Afton, Kevin has led state-level and district-level projects across the country, the impact of each being a focus on more transparent and equitable resource allocation and funding policy. Kevin’s project leadership with client partners at Afton has included:
- Analysis and evaluation of state-level funding formulas and policy guidance, supporting implementation from both state and district-level perspectives.
- Policy development for school-level and central office funding allocations, funding use considerations, and budget process activities through deep stakeholder engagement and aligned analyses.
- Project management across multiple partner organizations to model an education services agency for students with disabilities.
- Transparent resource alignment within strategic, consensus-built frameworks and methodologies.
Kevin began his career as a teacher in Charlotte-Mecklenburg Schools, teaching 7th and 8th grade math at a Title I middle school. Following his time in the classroom, Kevin joined DC Public Schools’ Office of Teaching and Learning, supporting curriculum writing, professional development design and delivery, and educational technology implementations. Kevin then joined DC’s Deputy Mayor for Education’s office, coordinating budget, finance, and performance management activities across all of DC’s education and workforce agencies, including stewardship of the Uniform Per Student Funding Formula (UPSFF) for DCPS and DC public charter schools. Immediately prior to joining Afton, Kevin served in DCPS’s Office of Resource Strategy, leading the district’s budget strategy, grant administration, program monitoring, and school finance functions, including the development and implementation of a new budgeting model for all DCPS schools.
Kevin earned his bachelor’s in public policy and political science from the University of North Carolina at Chapel Hill, and his MPA from the Maxwell School of Syracuse University.
